오늘은 정부에서 발표한 유기견에게 백신접종을 의무화 한다는
발표를 했는데요. 어떤 내용인지 자세히 알아보도록 하겠습니다.
동물보호센터에 입소하는 유기견을 대상으로 광견병, 종합백신접종이 의무화될 전망입니다.
기존에도 유기동물 입소 시 건강검진, 백신접종을 실시할 수 있도록 하는 근거조항은 있었지만
반드시 하도록 의무화되는 것은 이번이 처음입니다.
동물보호센터 내에서 자연사하는 경우가 많은 새끼고양이는
건강한 개체일 경우 즉시 방사하도록 규정했습니다.
농림축산식품부는 이 같은 내용을 포함하는 동물보호센터 운영지침
개정안을 10월 26일 행정예고 했습니다.
개정안은 입소 동물의 건강검진과 예방접종을 의무화했습니다.
입소하면서 바로 건강상태를 확인하여 응급치료가 필요한 경우 치료해야 합니다.
건강검진은 24시간 이내에 진행해야 합니다.
기존에도 파보, 디스템퍼, 브루셀라, 심장사상충 감염 등 보호소내
전염병을 일으킬 수 있는 병원체에 대한 검진 근거조항은 있었습니다.
개정안도 이들 키트 검사는 예산 범위 내에서 실시하되,
수의사에 의한 건강검진을 24시간 이내에 진행하도록 의무화했습니다.
동물보호센터에 입소한 유기견은 반드시 예방접종을 받도록 했습니다.
예방접종 일령인 6주령 이상의 개가 입소할 경우 광견병과 DHPPL 접종을 실시하도록 의무화했습니다.
다친 고양이가 입소한 경우에도 광견병과 3종 종합백신을 접종한 후 포획장소에 방사할 수 있도록 했습니다.
동물보호센터에 입소하는 동물에 대한 전염병 검사와 백신접종은
보호동물의학의 핵심으로 꼽히는 만큼 동물보호센터 운영지침이 진일보했다는 평입니다.
다만 백신접종이 의무화되면서 보호비용이 증가하는 만큼
유기동물보호 예산도 확충되어야 한다는 지적이 함께 나옵니다.
농식품부에 따르면 지난해 전국 동물보호센터 280개소의 운영비용은 267억원 입니다.
같은 기간 발생한 약 13만마리의 유기동물에게 마리당 약 20만원의 예산이 쓰인 셈입니다.
농식품부 관계자는 “현재도 유기동물이 치료받을 수 있도록 구조보호비를 국비로 별도 지원하고 있다.
예방접종도 외부 동물병원을 통해 진행한다면 구조보호비 지원대상에 해당될 것”이라고 설명했습니다.
